10.00 Introduction

10.10. Policy:  UCSD Campus regulations and procedures shall be designed to protect and promote the rights of members of the UCSD community, prevent interference with University or UCSD functions or activities, and comply with all pertinent laws and University policies. 

10.11.  Jurisdiction:  These policies apply to all UCSD organizations and all persons on UCSD properties or elsewhere when specified. All students, registered student organizations, and college organizations are governed by this document. Pursuant to the procedures described in Section 17.00, the standards of conduct set forth in these regulations at Section 17.11.12., may be applied to conduct of UCSD registered student organizations whether on or off campus. Staff and others may also be subject to these and other regulations found in PPM 510.1, USE OF UNIVERSITY PROPERTIES. These policies and procedures implement the University-wide policies published in Policies Applying to Campus Activities, Organizations and Students, University of California, and the UCSD Academic Senate Policy on Integrity of Scholarship

10.12.  Oversight:  The Vice Chancellor for Student Affairs ("VCSA"), shall administer and have oversight responsibility for policies and regulations contained in this document, except those which are specifically delegated to other Vice Chancellors. 

10.13.  Responsibility for UCSD Conditions:  In order to carry on its work of teaching, research, and public service, UCSD has an obligation to maintain conditions under which its work can go forward freely, in accordance with the highest standards of quality, institutional integrity, and freedom of expression, with full recognition by all concerned of the rights and privileges, as well as responsibilities, of those who comprise the UCSD community. Each member of the University shares the responsibility of maintaining conditions conducive to the achievement of UCSD's purposes. 

10.14. Applicability of U.C. Policies:  The UCSD policies and regulations are subject to the definitions and provisions of University-wide policies. The UCSD regulations provide authorization for the use of the University properties, establish specific procedures for the use of these properties, enumerate regulations that apply to the registration of student, faculty, and staff organizations, specify acceptable standards of conduct, and outline the disciplinary procedures that apply to alleged infractions of those standards.

10.15.  Purposes of these Regulations:  The primary purposes of these regulations are to promote the effective use of UCSD properties, and to encourage opportunities for association among students, faculty, and staff within the intellectual environment of the University and UCSD.
