20.00 Student Governments

20.10. Authorized Student Governments

20.10.10 The Chancellor may authorize or discontinue student governments as official units of the University of California, San Diego responsible for representing student constituencies comprising either the student body as a whole or a particular segment of it. The Chancellor may also assign to such student governments specific powers and other responsibilities concerning student affairs.

20.10.11 Student governments may be supported by either compulsory or voluntary fees. Fees established to support a student government must comply with the requirements set forth in Sections 18.00. et seq., above , and they must be approved by the chancellor, except that no compulsory fee shall be effective until approved by the Regents.

20.11 Student Government Right to Address Public Issues: Student governments shall have the right to address and take positions on public issues, as consideration of such matters serves the University's and UCSD's educational purposes. Positions on issues taken by student governments shall not be represented as or deemed to be official positions of the University or UCSD. Except for authorized lobbying on student-related issues, no compulsory student government fees shall be expended in support of such positions. This does not affect the right of any student, as an individual, to petition governmental officials or bodies.

20.12 Delegation of Fiscal Authority to Associated Students of the University of California, San Diego, and Graduate Student Association: The Chancellor is responsible for the fiscal soundness of student governments. In the discharge of this responsibility, the Chancellor may make audits of the finances of student governments, exercise control over expenditures of their funds when and to the extent necessary to maintain financial solvency of student governments, and where necessary may take action to ensure that any activity under the control of student governments is operated in accordance with sound business practices consonant with University and UCSD policies and procedures applicable to such practices.

20.12.10 Compulsory UCSD based fees and other UCSD funds may be expended by ASUCSD and GSA UCSD only for programs and purposes directly related to the University and for the beneficial interests of the UCSD Student Body.

20.12.11 Expenditures shall not be in violation of the law and shall be consistent with University or UCSD policies and UCSD regulations.

20.12.12 Funds may not be expended either directly or indirectly for political purposes or for the purpose of encouraging the establishment of religion except as noted in Section 18.13 above.

20.12.13 In the expenditure of University/UCSD funds, ASUCSD and GSAUCSD will follow accepted business and accounting practices and methods of accountability approved by the Vice Chancellor for Business Affairs. This should include a periodic audit for ASUCSD's and GSA UCSD's financial activities. Also, policies governing employees of ASUCSD or GSAUCSD should be developed in consultation with the UCSD Personnel Office and should be keeping with the University regulations governing other University employees.

20.12.14 In following these guidelines, the ASUCSD and GSA UCSD are required to secure the approval of the Vice Chancellor for Student Affairs prior to the expenditure of any funds when there is reasonable doubt as to whether such expenditures conform to the guidelines set forth in Sections 20.12.10 through 13, above.

20.13 Student Reciprocity Privileges: A student registered for a current term on any University campus shall be entitled to basic outpatient health care services on another University campus, under conditions that apply to students registered on that campus.
